Situated along the South Waterfront and next to the base of the OHSU tram, Block 119 was a look into the feasibility of a large apartment building taking advantage of the new medical community and the South Waterfront development effort. A composite of reflective and opaque surfaces, the building pushes into the sky in a heterogeneous manner, at times meant to almost disappear into the clouds of Portland.

The proposed building takes advantage of the slope on the side. The parking is at the back of the building to maintain the active uses at the front. The ground floor has retail spaces to serve the community. Above, there are two stories of office spaces facing Moody Street. A gracious roof deck occurs at level 4 to provide community space for the residents who are living in the tower above.
