-70 Acres-Market Hall-Outdoor Music Venue-Waterfront Park-Retail-ResidentialTotaling nearly 70 acres of waterfront brownfield and greenfield land on the shores of the Columbia River in Pasco, Washington, Osprey Point represents a game-changing opportunity to connect Pasco and the regional tri-cities community with the river. Already home to the Port’s headquarters, YBA worked directly for the Port of Pasco, in consultation prospective master developer, to develop a comprehensive master plan for the site, including several specialized amenities such as a large market and fair hall, a 10,000 person outdoor live music and entertainment venue, marina and dock assets, an enhanced waterfront path and a network of parks, plazas and public open spaces to facilitate direct pedestrian connections to the water.
The driving programmatic elements included a walkable mixed-use urban neighborhood center and regional experience-based commercial dining and shopping destination and an employment focused mixed-use neighborhood cluster oriented toward craft industry, professional services and innovative live-work-make housing typologies. Evolved through a series of meetings with Port Commissioners, key stakeholders and port staff leadership, as well as the prospective master developer, the plan integrates a wide variety of types and tenures of housing and commercial spaces. The street and sidewalk network follow traditional town planning principles. Parking was strategically integrated at edges and in limited subgrade areas that take advantage of the specific topographic conditions and construction economies. The master plan is currently being executed in multiple phases by the master developer, in partnership with the Port.
